Task Group 5.4
Structure Management Systems (SMS) Mission Statement/Objectives Asset management industry, in general, needs: • focus on inspection/monitoring as a source for decision making • statistical and phenomenological-based performance prediction models • enhanced risk-based models • expertise of people from practice, agencies and research This TG will focus on implemented decision-making models involving various regions and representing different stakeholders, such as operators, academia, consultant etc. Best practices, emerging improvements and promising research results will be identified. The objectives are: • To highlight the importance of proactive operation and maintenance budget planning for aging bridge stocks, emphasizing risks associated with underfunding in some regions. • To support the development of a robust quality control framework for concrete structures throughout their lifecycle, including country-specific parameters and guidelines for design and execution (liaison with fib Commission 3). • To address the implications of climate change on infrastructure asset management, focusing on accelerated deterioration, safety, service life, and resilience, while coordinating with related task groups to avoid overlap. The three objectives are interdependent pillars of a comprehensive structure management system (SMS), collectively supporting risk-informed, lifecycle-oriented decision-making. Together, these objectives support a system in which financial planning (resources), technical quality assurance (performance), and climate adaptation (future risk) are aligned to enable sustainable, data-driven infrastructure management. Scope & Limitation TG 5.4 will focus on bridges, however other structures such buildings, retaining walls, dam systems, power plants and transmission, offshore, may also be addressed whenever relevant (essentially, the built environment). Database systems are not regarded as management systems, and therefore will not be within the scope. Expected Project Output
